With respect to this they write the following:  “ The Brown-Vitter leverage ratio is too blunt an instrument for prudential financial regulation because it is not capable of distinguishing between risky and non-risky assets, and could result in two banks with vastly different risk profiles holding exactly the same amount of capital.  By making a leverage ratio the centerpiece of its capital framework, the Brown-Vitter &lt;b&gt;Bill&lt;/b&gt; represents a deliberate departure from the risk-based capital framework, notwithstanding the fact that the risk-based approach has been endorsed and adopted by all major economies around the world.  Let me explain a couple of real street life fact to these lawyers who have so clearly been captured by some desk illusions. The list ranks the top 50 NBA players based on their value in a trade; it is somewhat complicated, but the premise of it is that any player who is ranked below you is a player that no GM would consider trading you away for, i.e. no one would trade #49 Jimmy Butler for #21 Tony Paker. Simmons released Part 3 this weekend, and to no one’s surprise LeBron James and Kevin Durant were #1 and #2, respectively. What is surprising, at least to me, is that Anthony &lt;b&gt;Davis&lt;/b&gt; was #16 on the list. Wendy &lt;b&gt;Davis&lt;/b&gt; that would permit the construction of saltwater pipelines along public right-of-way to transport hydraulic fracturing fluid in the Barnett Shale. &lt;b&gt;Davis&lt;/b&gt;, a Fort Worth Democrat, said the construction of the piplines  would reduce the need for saltwater transportation by trucks that damage roadways and create noise and congestion in Tarrant County neighborhoods. "The use of these large trucks cause heightened emissions as well as noise pollution and increased traffic," &lt;b&gt;Davis&lt;/b&gt; said.  "Furthermore the trips cost the state and local governments millions of dollars in  road repair and maintenance."  SB514 would allow saltwater pipeline operators to install and operate pipelines "through, under, along or across" public roadways, &lt;b&gt;Davis&lt;/b&gt; said, the same rights of way that she said are available to the utility industry. &lt;b&gt;Davis&lt;/b&gt; said she worked with local governments, oil companies, environmental groups and pipeline  companies in writing the &lt;b&gt;Bill&lt;/b&gt;.  The measure, she said, would take saltwater transportation "off the road," enabling state and local governments to save money in road repair and maintenance.
