President of India emphasized on the fact that New Delhi will help Afghanistan in its reconstruction and development projects. Meanwhile, &lt;b&gt;Afghan&lt;/b&gt; Ministry of Defence said that New Delhi has agreed to support Afghanistan in equipping its security &lt;b&gt;Forces&lt;/b&gt;. It will also provide training to the &lt;b&gt;Afghan&lt;/b&gt; military &lt;b&gt;Forces&lt;/b&gt;. Presently, Afghanistan is concentrating more than ever before on equipping and training its military &lt;b&gt;Forces&lt;/b&gt; in order to fight the increasing attacks on the country by various insurgent groups. President Karzai said, "Indo-&lt;b&gt;Afghan&lt;/b&gt; relation today stands on a solid cemented ground. Our relations have become stronger than before." The strategic agreement between Afghanistan and India will help Afghanistan to train and equip its military &lt;b&gt;Forces&lt;/b&gt;. President of India Pranab Mukherjee said, "India is proud to partner with the Government and people of Afghanistan in their efforts towards reconstruction and development of Afghanistan. And, India is ready to tender as much help possible to train the &lt;b&gt;Afghan&lt;/b&gt; military &lt;b&gt;Forces&lt;/b&gt;." All the Police Chiefs of Afghanistan got together at a conference in Kabul with the ISAF Commander. General Joseph Dunford is confident that &lt;b&gt;Afghan&lt;/b&gt; security &lt;b&gt;Forces&lt;/b&gt; can take charge of all military operations from June, 2013 onward. &lt;b&gt;Afghan&lt;/b&gt; Interior Minister, Ghulam Mojtaba Patang said that &lt;b&gt;Afghan&lt;/b&gt; police should be equipped with all necessary weapons to keep all the achievements made intact. The issue of lack of police equipments, evaluating the challenges faced by the police and providing security for the upcoming Presidential elections in 2014 were discussed at the conference. Patang pointed out all of the achievements that Afghanistan had made in the last decade at the conference. "Democracy, an elected government, a Parliament, human rights, progress within the army and security intelligence are the segments where success has been achieved and all this should be used to bring peace in the country," Ghulam Mojtaba Patang said. According to the New York Times , Kandahari, an American citizen, is “seen conducting” the torture session and “supervising” others. But there is great disagreement over who Kandahari actually is. The Afghans say that Kandahari leads a U.S. Army Special &lt;b&gt;Forces&lt;/b&gt; unit recently kicked out of Wardak over allegations of torture, disappearances and executions . The U.S. military command says unequivocally that Kandhari was an interpreter for the unit, not a leader; that he’s not actually an American; and that the unit was not involved in any torture . The video is only one component of the evidence Afghans told the paper they’ve compiled against Kandahari and the Special &lt;b&gt;Forces&lt;/b&gt; A-Team that was in Wardak’s Nerkh District.
