By Dan Whitcomb (Reuters) - A federal appeals court struck down an Arizona law on Tuesday that bans Abortions from 20 weeks gestation, saying it violated "unalterably clear" U.S. Supreme Court rulings that women have a right to terminate pregnancies until a fetus is viable. The decision by a three-member panel of the 9th U.S. Circuit Court of appeals in San Francisco, which overturned the ruling of a federal district court judge, was hailed by abortion rights groups as a "huge victory" in a state they say has taken one of the nation's toughest stances on the issue. "Last year, Arizona led the nation in the number of legislative attacks against women's health care," Nancy Northrup, president of the Center for Reproductive Rights, said in a statement. "With today's defeat in federal court, we call on the governor and legislature to stop wasting Arizona taxpayers' time and money on these cruel and extremely harmful efforts to chip away at women's constitutionally protected rights," she said. A spokesman for Arizona Governor Jan Brewer, a Republican who signed the abortion ban into law in April 2012, said Brewer was disappointed in the ruling. (CN) -- Arizona cannot ban women from aborting pre-viable fetuses, the 9th Circuit ruled Tuesday. The federal appeals court in San Francisco stuck down a controversial law passed last year that prohibited Abortions in the state at or after 20 weeks, except in cases of a medical emergency. Because the law "deprives the women to whom it applies of the ultimate decision to terminate their pregnancies prior to fetal viability, it is unconstitutional under a long line of invariant Supreme Court precedents," the three-judge appellate panel ruled. A healthy fetus generally becomes viable at around 23 to 24 weeks. After Arizona House Bill 2036 became law in April 2012, three doctors sued to stop it from going into effect. Paul Isaacson, William Clewell and Hugh Miller, with help from the ACLU of Arizona, won an emergency injunction , but lost a first round when U.S. District Judge James Teilborg rejected the claims that the ban would unconstitutionally strip women of their rights. Teilborg found, among other things, that the law was meant to regulate, rather than prohibit, abortion at and after 20 weeks because it included a medical emergency exception. (CN) - A federal judge temporarily blocked an Arkansas law that bans Abortions after the 12th week of pregnancy from taking effect in August as scheduled. After lawmakers successfully overrode Gov. Mike Beebe's veto, the second-most restrictive abortion law in the nation was set to take effect Aug. 16. U.S. District Judge Susan Webber Wright ordered the preliminary injunction after the American Civil Liberties Union and other groups sued to block the law, which passed the Arkansas Legislature in March. Judge Wright issued the temporary block from the bench, after hearing arguments from both the ACLU and the Center for Reproductive Rights. The groups plan to press the court for a permanent injunction, the ACLU said. "We have asked the court to stop this dangerous law from going into effect," the ACLU's Arkansas legal director Holly Dickson said in a statement. "This law is aimed at allowing politicians to insert themselves into deeply personal and private medical care and decisions for which they should have no say." If you want to ban Abortions you must exist in a sterile environment where you are sheltered from the real world. My opinions on Abortions are simple. I would never want to outlaw Abortions. I’ve seen black market and third world medical conditions. I’d rather see less women in a place where they feel like their only option is to abort. In that sense I’d like to see less Abortions happen. When I went to Uganda to provide medical care with a group of volunteer medics and doctors I saw all I can handle of black market & third world medical conditions. I’m pro life because I want to see less Abortions. I’m pro-choice because subjecting women at home to what I saw in Uganda would to be an injustice I can’t handle. A controversial Arkansas law aiming to ban most Abortions by the 12th week of pregnancy has been shelved by a federal judge in lieu of pending legal challenges. On Friday , US District Judge Susan Webber Wright granted a request for a preliminary injunction against the Human Heartbeat Protection Act – a law which was enacted over the veto of Governor Mike Beebe and was slated to go into effect on August 16. Overall, the measure seeks to ban Abortions at the 12th week of pregnancies if doctors are able to detect a fetal heartbeat via an abdominal ultrasound. The law makes exemptions for pregnancies resulting from rape or incest, along with medical emergencies to save the mother’s life. Before her decision Friday, Wright heard arguments from lawyers representing two Arkansas abortion care providers who asked the federal judge to block the law – known as Act 301 - while they challenge its legality under both the federal Constitution and U.S. Supreme Court precedent. Opponents of the bill have maintained the measure contradicts the landmark Roe v.
