Gov. Arnold Schwarzenegger outlines his revised budget Wednesday at a Department of Health Care Services auditorium. His proposal would borrow an idea Gov. George Deukmejian used in 1983, with a sales-tax increase that would be triggered if voters reject a lottery revenue proposal.
