Mel Cappe is the president and CEO of the Institute for Research in Public Policy (IRPP), a national, not-for-profit organization that presents policy ideas and analyses to help Canadians make effective public policy choices based on informed debate. U of T awarded him an honorary doctor of laws degree at a June 17 convocation ceremony for his distinguished career at the highest levels of the Canadian public service, and his ongoing support for his alma mater. Mel Cappe receives his honorary doctor of laws degree. Before joining IRPP in 2006, Cappe spent more than thirty years working in public service. From 1999 to 2002, Cappe held the position of clerk of the Privy Council, secretary to the cabinet and head of the public service, making him the top public servant in Canada. In 2002 he became special adviser to the Prime Minister of Canada and later that year, he was appointed high commissioner for Canada to the United Kingdom of Great Britain and Northern Ireland. During his public service career, Cappe held several senior economic and policy positions in the federal government, including assistant deputy minister, Competition Bureau, Consumer and Corporate Affairs Canada; deputy minister, Environment Canada; deputy minister, Human Resources Development Canada; deputy minister, Labour Canada and chair, Canada Employment Insurance Commission.
