A proposal for a 12-unit condominium complex, in three buildings at 260-262 Winn St., met with concern from several neighbors and abutters to the site. Gary Litchfield of Litchfield Company, Inc. wants to put the 12 units on a lot, which has two single-family homes presently, using the provisions of the central district overlay zoning bylaw. In that bylaw, there are no restrictions on density, but there are on setbacks and parking. In addition to approval of his site plan, Litchfield is looking to provide more parking than the bylaw allows, primarily, in his words, “to make sure that there is no parking on Winn Street.” The twelve condos would be two-bedroom units, each about 1500-square feet in area, and Litchfield said, “We are trying to bring these to the market for less than $400,000 each.” When it was suggested by members of the Board that he make an affordable unit available to add to the town’s stock of such facilities, Litchfield said, “At the level of twelve units, at the price I want to sell them at, there is absolutely no room to put in an affordable unit.” Several abutters appeared to express concerns about water runoff from the site and about noise, which might be created by the extra density, as well as one objection to the height of the structures.
