Bartonville's special service area appears to be moot. By an overwhelming 85 percent, residents of Broadmoor Heights signed a petition objecting to a special service area set up by the village of Bartonville to make infrastructure improvements at a price beyond their means. Under the village's $5 million plan, with the special service area, residents of the subdivision would have to pay a tax to fund half the costs of the improvements. The other half would be paid with governmental grants. While the average cost is $12,000 per property owner plus interest, there are some who will have to pay $24,000. That cost is prohibitive for the majority of the residents, some of whom are elderly and retirees. Bartonville Mayor Jeff Zircher said the village received a letter dated July 25th from Peoria County Clerk Steve Sonnemaker. He cited the state stature that says the special service area could not be created if more than 51 percent of the residents objected to it, unless the village could prove otherwise. "It seems to me that based on what I see here, they have enough signatures, more than 51 percent, so the special service area isn't in effect," Zircher said.
