With cash that last touched Capt. Kevin Davis' hands 21 years ago, the officers of the Carthage Police Department will honor their late leader with a memorial scholarship in his name. Davis died in November 2007 after a long illness. Davis' successor, Capt. Randee Kaiser, took the post in May and was looking through Davis' old files recently, trying to decide what to keep and what to throw out. He happened on a file about an out-of-town conference Davis attended back in 1987 and in the file was an unopened envelope. "I was about to throw the whole thing away, but something made me pick up the envelope again," Kaiser said. "I opened the envelope and there was $126. The department had apparently paid him in cash to reimburse him for expenses, and he'd put the money in an envelope and forgotten about it. The expense sheet was in there and everything." "That was Kevin," said Vicki Davis, Kevin's widow, with a little chuckle. With her blessing, the department will use the cash as seed money for the Capt. Kevin Davis Memorial Scholarship. The scholarship will help young men and women pay the $5,000 it costs to attend the Missouri Southern State University Police Academy. Vicki Davis, who works in the city's human resources department, said Kevin Davis would approve of the scholarship. "Most definitely," she said. "If people needed help, he'd be out there helping him.
