| City emergency dispatchers have a new contract that adds three new part-time positions but fails to address the lack of full-time staff. The Norwich City Council approved the contract and Robert Jackson, union president, called it a compromise. New language includes employees’ concerns about extensive mandatory overtime. “We’ve been working understaffed for a long, long time,” Jackson said. Eight dispatchers at Norwich police headquarters cover three shifts — answering 911 calls while dispatching fire, medical and police services. Present staff levels make it nearly impossible to have two dispatchers working at all times. Gaps are sometimes covered by police officers, or a dispatcher works alone. It also makes it difficult to get time off, Jackson said. The current contract expired a year ago, and dispatchers have worked without a raise under terms of the old contract. The new contract calls for a 3 percent raise for last year and a 4 percent raise for three years until 2010. The cost increase to the city for each year is calculated at $13,033, $16,007, $15, 196 and $15,280 A full-time dispatcher was part of several new positions requested in Norwich Police Chief Louis J.
