Bolivian President Evo Morales has signed a recall referendum measure into law and he and nine opposition regional governors will face recall elections on 10 August. Last week, Congress voted to stage recall elections to either ratify the mandates of the left-wing president and the regional governors or vote them out of office. President Morales said it was the first time that Bolivians would be able to decide if their leaders are failing to serve them. The president's term will end if more than 53.74 percent of the voters, the percentage that elected him in 2005, reject him in the August ballot. The referendum law was pushed through by the opposition in response to demands for more autonomy by the gas-rich provinces in the east of the country. The population of Santa Cruz, Bolivia's richest province, voted overwhelmingly in favour of more autonomy in a referendum last week. The conservative governors of the wealthy provinces are vehemently opposed to the president's policies, which aim to empower the country's poor, indigenous majority and share Bolivia's wealth and land more equitably. ...
