Madison - Victor Manian, a former Milwaukee County Circuit Court judge, and Gordon Myse, former chief judge of the District 3 Court of Appeals, were today named to the Government Accountability Board. Gov. Jim Doyle made the appointments, filling two vacancies on the board that was created last year by the merger of the state Ethics and Elections boards. The Government Accountability Board enforces ethics and campaign-finance laws involving elected state officials. A former Milwaukee police officer, Manian served as a Milwaukee County Circuit Court Judge until 2004. Myse was chief judge of the District 3 Court of Appeals until 1999. Although the appointments must be confirmed by the state Senate, Manian and Myse can begin serving on the board immediately. The next board meeting is June 9. They replace former Court of Appeals Judge David Deininger and former Vilas County Circuit Court Judge James Mohr, who had to resign because of a legal technicality. The judicial terms to which they had been elected had not yet expired, which the attorney general said violated a provision of the state Constitution.   ...
