Madison -- A complaint against Assembly Speaker Mike Huebsch (R-West Salem) has been filed with the Government Accountability Board by one of Huebsch's constituents. J.D. Wine, of Onalaska, submitted a complaint that alleged Huebsch had collected campaign donations within days of high-profile legislation being introduced, killed or passed. The complaint also questions how Huebsch used his campaign funds, such as by reimbursing himself what Wine calculated as $12,500 for mileage. "I'm supposedly one of his constituents but he's not representing me, he's not representing this district," Wine said, adding that he believes Huebsch instead represents special interests. "I think he's a perfect example of what's wrong with government in Wisconsin right now." Wine said he became frustrated when he believed Huebsch had a hand in killing two bills in 2005 and started researching connections between legislation and campaign donations, as well as Huebsch's use of campaign funds. Government Accountability Board Director Kevin Kennedy said the complaint had been received. Huebsch did not return calls for comment. A Journal Sentinel investigation last year found that Huebsch took an $88 a day allowance for lawmakers' living expenses on six occasions when he had also used his campaign account for hotel rooms in Madison.
