Jim wrote a story in today’s paper looking at the distribution of member items and the meaning behind it. The story shows how legislative leaders took a higher proportion of the member items for themselves, and doled out pork to their lieutenants.
In the Senate, both conferences also gave significant cash to vulnerable members.
