CHICAGO - A Wisconsin county failed to prove that a rule requiring each unit of its juvenile detention center (JDC) to be staffed by at least one officer of the same sex as the detainees in that unit was based on a bona fide occupational qualification (BFOQ), the Seventh Circuit U.S. Court of Appeals ruled Aug. 20, reversing the trial court's ruling (Ersol L.
