| The future of the N.M. spaceport comes down to a handful of people, many of whom are retirees on fixed incomes, choosing during an economic slowdown whether or not to raise their own taxes. Seems unlikely to pass but maybe efforts to convince 51% to support it has worked :

I saw this earlier and a reader pointed to it but the money involved is uninspiring, to say the least: Whimsical 'N-prize' to spur ultra-cheap space launches - New Scientist Space Blog - Apr.21.08 .
There are in a fact some serious efforts to develop low cost launchers for very small payloads, e.g. this project . It would be nice if there was some serious prize money offered to encourage them.
[Update: Charles Pooley tells me that his Microlaunchers project is "still alive, and there may be new developments to report soon".]
