The future of the N.M. spaceport comes down to a handful of people, many of whom are retirees on fixed incomes, choosing during an economic slowdown whether or not to raise their own taxes. There are in a fact some serious efforts to develop low cost launchers for very small payloads, e.g. this project . It would be nice if there was some serious prize money offered to encourage them.
