CADIZ -- A suspected arsonist was found competent to stand trial in Harrison County Common Pleas Court yesterday. Visiting Judge William Martin, a retired Carroll County judge, said the man was capable of understanding proceedings according to an evaluation performed by District 9 Forensics Center. John W.
