    Potential land use complications with the Department of Agriculture and town of Wyoming have become apparent as Dover moves forward with its 2008 Comprehensive Land Use Plan. City staff will present a preliminary draft to city council at the Monday, July 28, meeting with the idea of submitting it next to the state for comments.     Ann Marie Townshend, director of Planning and Inspections, brought the annexation issues before the Legislative, Finance and Administration Committee July 14 as part of the Land Use chapter. She later said she wasn’t speaking specifically to draw attention to the issues, just bringing the chapter forward as she has with many of the other chapters.     Townshend told council members Dover International Speedway had asked one of the campgrounds, which is partly in city limits and partly in Kent County, be included as a potential annexation site.     Jerry Dunning, senior vice president of Dover Motor Sports, confirmed this in a later interview when he said they don’t want to add the property to the city right now, but are looking down the road for future consideration as comprehensive plans are only renewed every five to seven years.     “These things don’t come up very often,” he said.     However, Townshend reported the state agriculture department strongly opposes any annexation into the city of Dover east of Route 1.
