SEATTLE - The Ninth Circuit U.S. Court of Appeals on Sept. 19 affirmed that an excess following-form policy's earth movement exclusion did not clearly encompass sinkhole collapse such that coverage is owed in connection with the failure of a canal embankment (Federated Rural Electric Insurance Exchange and TIG Insurance Co. v.
